The flow-based implementation process includes a quality control by the Nordic National Regulatory Authorities (NRA), assessing an evaluation report of the external parallel run. Before the report is submitted, there is an open consultation, providing stakeholders with the opportunity to provide input on the report.

Consultation period: 17 April –17 May, 00:00 CET,  2023
Consultation page:

Your input matters

After the consultation period is closed, the Nordic TSOs will compile the input received, and use it to complete the report and submit it to the NRAS for assessment.

Respond to the consultation no later than 17 May.

The consultation is handled via a consultation page on the ENTSO-E website:

The consultation documentation and contact information is available on the consultation page.

Please note that all input to the consultation must go via the dedicated consultation page. All responses must be submitted no later than 17 May 00:00 CET, 2023.

Information on flow-based implementation

The Nordic Capacity Calculation Methodology (CCM) project is responsible for the methodology development of the Nordic Capacity Calculation Methodologies for the Long-Term (LT), Day-Ahead(DA), and Intraday (ID) timeframes.

During the EPR, the flow-based parameters will be calculated and published daily on the JAO publication tool website:

EPR data related to market simulations are published on the Nordic RCC website: Simulation Results - Nordic Regional Security Coordinator (

There you can also find the CCM EPR Handbook:
