Increased volatility and uncertainty – Statnett’s plan remains firm
For the second time, Statnett is publishing a System Development Plan (english summary). Since 2023, we have reached several milestones, but we also face new challenges.
Key changes since the 2023 System Development Plan include a deteriorating security situation, high price growth in the supplier market, increased system operation costs, and greater uncertainty in new consumption and generation.
Many customers still wish to connect to the grid, there are large price differences within Norway, and imbalance prices remain high.
The 2025 System Development Plan builds on the 2023 plan and clarifies our priorities.
Our key initiatives:
1. Increase the capacity of the existing grid and the power system:
- Making better use of existing assets
- Making capacity available to customers
- Developing system operation and market solutions
2. Construct the grid and power system faster and more efficiently:
- Upgrading the grid to 420 kV
- Reducing price differences
- Collaborating for better solutions
3. Enhance resilience and preparedness in operations and development:
- Strengthening security and preparedness
- Improving maintenance for high availability and long service life
- Ensuring system stability
Statnett manages public resources and must do so cost-effectively. We will deliver socio-economically profitable solutions by initiating the right project at the right time, while simplifying, standardizing, and automating our processes.
A joint effort
To succeed, we depend on close collaboration within Norway, the Nordic region, and the rest of Europe.
- In the long term, access to new power generation at competitive costs will determine how much consumption will grow. A strong grid and flexible hydropower enable integration of variable power generation at low cost to society.
- Efficient use of electric power, the use of other energy carriers for heating, and increased flexibility in electricity consumption can reduce peak loads. This can free up grid capacity, enable faster connections, and improve security of supply.
- Norway is part of the Nordic and European power system. Cooperation with our neighboring countries is essential for security of supply, efficient resource use, and stable and secure operations.
