The exchange balancing  power gives a picture of the magnitude of the difference between exchange in the elspot market (planned on the preceding day) and the actual exchange in operation, between the Nordic system operators.

The total actual exchange shows the real time  physical exchange measured for Norway, while the total elspot exchange shows the planned exchange (i.e. the exhange in the planning phase).
