HSE
Demanding requirements for health, safety and the environment for employees and neighbours of our facilities is a fundamental prerequisite for Statnett’s operations. The aim is to ensure that our operations do not cause personal injuries.
Annual training is given to all employees who are required to work in or adjacent to electrical installations. A focus is placed on directives, frameworks and HSE non-conformances, both internally within Statnett and amongst our suppliers. Injuries with or without lost-time and incidents with the potential for personal injury (near accidents) are registered, reported and analysed with a view to preventive measures.
Requirements for internal execution within Statnett
The most important directives and frameworks for avoiding injuries to employees and damage to installations are:
- Forskrift om sikkerhet ved arbeid i og drift av elektriske anlegg med veiledning (“Norwegian Regulation on safety in connection with work in and operation of electrical installations with guidance”) (FSE)
- International standard for electrical installations (NEK EN 50110)
- User guide for FSE and NEK EN 50110
- Statnett’s internal instructions issued by operations managers for electrical installations owned by Statnett
- Statnett’s internal control system for HSE
Supplier Requirements
The supplier’s internal control system (IC system) must be coordinated with corresponding systems established by the owner of the grid facility. If the owner has a stricter IC system, this system must be followed. The owner of the facility is obliged to arrange approved training. This training must be documented in the same way as for the company’s own employees. In the case of electrical installations, it is the owner, c/o the operations manager, who is responsible for ensuring that the work is carried out in an appropriate manner.
When foreign labour is used, instructions, HSE plans, etc. must be provided in the relevant languages.
